Cabinet Approves Procurement of 83 Light Combat Aircraft (LCA) Tejas from HAL for IAF

The Cabinet met under the Chairmanship of Prime Minister Modi on 13th January and approved the procurement of 73 LCA Tejas Mk-1A Fighter Aircraft and 10 LCA Tejas Mk-1 Trainer Aircraft at the cost of Rs. 45,696 crore, along with Design and Development of Infrastructure sanctions worth Rs. 1,202 crore.

Light Combat Aircraft Mk-1A Variant is an indigenously designed, developed and manufactured state-of-the-art modern 4+ Generation Fighter Aircraft. This aircraft is equipped with critical operational capabilities of Active Electronically Scanned Array (AESA) Radar, Beyond Visual Range (BVR) Missiles, Electronic Warfare (EW) Suite and Air-to-Air Refuelling (AAR) would be a potent platform to meet the operational requirements of the Indian Air Force (IAF). It is the first “Buy (Indian-Indigenously Designed, Developed and Manufactured)” Category procurement of Combat Aircraft with an Indigenous Content of 50%, which will progressively reach 60% by the end of the programme.

The Cabinet has also approved Infrastructure Development by IAF under the project to enable them to handle Repairs or Servicing at their Base Depot so that the turnaround time would get reduced for Mission Critical Systems and would lead to increased availability of aircraft for operational exploitation. This would enable IAF to sustain the fleet more efficiently and effectively due to availability of Repair Infrastructure at respective Air Bases.

Under the Atmanirbhar Bharat Abhiyaan, India is continuously growing in its power to indigenously design, develop and manufacture advanced cutting-edge technologies and systems in the Defence Sector. The manufacturing of Light Combat Aircraft by Hindustan Aeronautics Limited (HAL) will give a further push to Atmanirbhar Bharat initiative and boost indigenisation of Defence Production and the Defence Industry in the country. About 500 Indian companies including MSMEs in the Design and Manufacturing Sectors will be working with HAL in this procurement. The programme would act as a catalyst for transforming the Indian Aerospace Manufacturing Eco-system into a vibrant Atmanirbhar-Self-Sustaining Ecosystem.

LCA Tejas Mk-1A Jet Clearance Boosts Domestic Aerospace Industry
In a major decision aimed at boosting the Domestic Aerospace Industry, India approved the much-awaited deal worth about Rs. 47,000 crore to procure 83 indigenously-developed Light Combat Aircraft (LCA) Tejas Mk-1A for the Indian Air Force. Calling the approval to the proposal by the CCS as a historic decision, Defence Minister Rajnath Singh said Tejas Jets are going to be the backbone of the Fighter Fleet of the Indian Air Force in years to come.

Around three years back, the Indian Air Force had issued an initial tender for procurement of 83 Tejas Aircraft, a 4th Generation Combat Jet, which is manufactured by the state-run Hindustan Aeronautics Limited (HAL). The IAF has already inducted a batch of Tejas aircraft as part of its initial order of 40 jets.

HAL has already set-up second-line Manufacturing Facilities at Nasik and Bengaluru Divisions, so that it will ensure timely deliveries of the jets to the IAF. HAL will be doubling Production Capacity of Tejas from eight aircraft per year to 16. A contract between the IAF and HAL is likely to be signed before March on the mega deal and actual delivery of the aircraft are expected from 2024.

The Government has been focusing on boosting Domestic Defence Production and set a target of Rs. 1.75 lakh crore (US$ 25 Billion) turnover in Defence Manufacturing by 2025. According to estimates, the Indian Armed Forces are projected to spend around US$ 130 Billion in Capital Procurements in the next five years.

DRDO Chief Lauds Indian Scientific Community, After CCS Approves 83 LCA Tejas
Defence Research and Development Organisation (DRDO) Chief Dr. G. Satheesh Reddy lauded the Indian Aeronautical Scientific Community and Industry after Cabinet Committee on Security (CCS) approved the largest indigenous defence procurement deal worth about Rs. 47,000 crore to buy 83 LCA Tejas Mark1A Fighters. "It is a great day for Indian Aeronautical Scientific Community and Industry. Getting approval for the order of the largest quantity of aircraft ever is a big achievement and is the culmination of hard work of three decades," the Secretary, DDR&D & Chairman DRDO Dr. G. Satheesh Reddy said. "It paves way for the development of various Advanced Aircraft Systems in the country. I want to thank the Prime Minister for giving the approval to this important project," he added.

The deal would be a major boost for the IAF and help it to arrest the fall in the number of its Fighter Aircraft Squadrons. The approval by the CCS came 10 months after the Defence Acquisition Council in March 2020 okayed the procurement of 83 Advanced Mark 1A Version of the Light Combat Aircraft (LCA). The purchase is in addition to an earlier deal to buy 40 of the Combat Aircraft and the locally-made jets are set to join the Indian Air Force Fleet over the course of the next six to seven years. The ratification by the CCS paves the way for the signing of the contract, which is expected to take place during the Aero India 2021 Show in Bengaluru.

The LCA Mark 1A Version will have 43 improvements over the initial version, including major improvements to enhance operational capability. These include easier Maintenance, Active Electronically Scanned Array Radar, Electronic Warfare Suite and Beyond-visual Range Missile Capabilities, that will include the Indian-made Air-to-Air Missile Astra Mark1. It will also have the ability to carry Missiles for Long Range.

The total of 123 LCA Tejas Fighters being procured by the IAF will be in three different Variants, all powered by a General Electric Engine. So far 20 have been made in what is called the Initial Operational Clearance Version. Another 20 are being made in the Final Operational Clearance (FOC) Version. These 123 Jets will be followed by the Mark-II Variant, which will be Medium-Weight Fighters.

Procurement of 83 LCA Tejas, Big Step in Direction of Atmanirbhar Bharat: Defence Minister Rajnath Singh
Defence Minister Rajnath Singh said that the purchase of 83 Tejas Fighter Jets is a big step in the direction of Atmanirbhar Bharat Abhiyan, which will generate 50,000 job opportunities. "Recently, purchase of Rs. 50,000 crores worth 83 Tejas Fighter Jets has been a big step in this direction (Aatmnirbhar Bharat Abhiyan). It will generate 50,000 job opportunities. Participation of 500 MSMEs and private companies like Tata, L&T and Vem-tech has given a boost to the synergy of Government and Private Sector," said Defence Minister said at an event in Bengaluru.

On the role played by Public Sector Undertakings since independence, Mr. Singh said, "Public Sector Undertakings have had an important contribution in socio-economic progress India has made after independence. Be it capital formation, employment opportunities or encouraging R&D, PSUs have played a vital role."

"Under 'Aatmnirbhar Bharat Abhiyan', the Government has recently made several policy changes, which you all are familiar with, be it change of Defence Production & Export Promotion Policy (DPEPP) or formulation of new Defence Acquisition Procedure (DAP)," he added. "The CCS Chaired by the Prime Minister Narendra Modi approved the largest indigenous defence procurement deal worth about Rs. 48,000 crores to strengthen IAF's Fleet of homegrown Fighter Jet 'LCA-Tejas'. This deal will be a game-changer for Self-Reliance in the Indian Defence Manufacturing," Defence Minister Rajnath Singh had earlier tweeted.

Defence Minister Rajnath Singh said the Government's decision for the purchase of 83 Light Combat Aircraft Tejas from Hindustan Aeronautics Limited (HAL) will help to create more than 50,000 jobs in the country. "We have given approval for the acquisition of 83 indigenous LCA Tejas Fighter Jets from HAL. This decision will help generate more than 50,000 job opportunities in the country," Rajnath Singh said at the Veterans Day Event in Bengaluru.
Rajnath Singh earlier had described the signing of the deal as "a game changer for Self Reliance in the Indian Defence Manufacturing", saying it will strengthen the IAF’s fleet of homegrown Fighter Jet 'LCA Tejas'.

The IAF’s two Tejas Squadrons, the “Flying Daggers” and “Flying Bullets” at Sulur Air Base, have till now inducted only around 20 of the original 40 Tejas Mark-1 Fighters, which were all slated for delivery by December 2016, under two contracts worth Rs. 8,802 crore inked earlier. The 83 LCA Tejas Mark-1A Fighters will have 43 improvements to improve maintainability, AESA (Active Electronically Scanned Array) Radar to replace existing mechanically-steered radar, Air-to-Air Refuelling, Long-Range BVR (Beyond Visual Range) Missiles and Advanced Electronic Warfare to jam enemy Radars and Missiles.

After these 123 fighters, IAF is also looking to induct 170 Tejas Mark-2 or the MWF (Medium Weight Fighter) Jets with more powerful Engines and Advanced Avionics. But IAF is banking upon the first 123 Tejas to add to its Fighter Squadrons, which are down to just 30 (each has 18 jets) when at least 42 Squadrons are required for the requisite deterrence against Pakistan and China.
